B.M.J.Jeyaseelan is a Civil Engineer who graduated from the University of Peradeniya, Sri Lanka, in 2001. With 22 years of experience in various government departments in Sri Lanka, he has been responsible for managing numerous construction projects. In 2005, he received specialized training in quality control for concrete at the National Council for Cement and Building Materials' Centre for Continuing Education Services in Haryana, New Delhi, India. He also participated in a capacity-building program at the eThekwini Municipality Institute of Learning (MILE) in Durban, South Africa, in 2017. Additionally, he completed Contract Management training in 2014.
